Cheapest Rankings Methodology
To come up with a comprehensive list of the most affordable online RN to MSN programs in the country, we considered a number of factors:
- Accreditation: To be featured in our rankings, universities must be regionally accredited. Their Schools of Nursing must have CCNE or ACEN accreditation. As long as they hold the appropriate accreditations, we have included affordable for-profit schools (e.g. University of Phoenix). But you should decide whether you feel comfortable with having a for-profit degree on your résumé!
- Baseline Cost: Our tuition estimate is always based on the price for undergraduate coursework (with maximum credit transfers) + the cost for the shortest & most affordable MSN specialty. In almost every case, this is going to be a track in leadership/administration or education. However, if you choose a longer and more complicated specialty (e.g. FNP), tuition & fees will go up. We also tried to include any mandatory per credit fees in our cost calculations.
- Additional Fees: We have not factored in per semester fees because these will be different for part-time and full-time students. So be sure to add them to the price of your degree. You’ll also need to budget for additional one-off costs such as the application fee, graduation fee, course fees, etc.
- Competency-Based Alternatives: Any school that offers a competency-based online RN to MSN is marked with an asterisk.* The faster you can get your degree completed, the cheaper it is going to be. In some cases, tuition may be under $20,000. Bear in mind that these models involve a lot of long hours and self-directed study.

Our 2024 rankings of the Cheapest Online RN to Master of Science in Nursing programs are tailored to a national audience. Here’s what that means:
- Online RN to MSN vs. Bridge Programs: RNs with an ADN or diploma in nursing can explore 34 affordable programs with No Bachelor’s Degree Required—these often include coursework for a BSN and MSN. Anyone with a BA or BS in another field should look at 17 bridge programs with a Non-Nursing Bachelor’s Degree Required—these often skip the BSN and go straight to the MSN.
- 100% Online Programs: Because this list serves a national audience, we limited our most affordable rankings to RN to MSN programs that are 100% online (or close to it).
- Online/Out-of-State Tuition: The baseline cost is calculated using online tuition rates. If a public school had separate in-state and out-of-state rates, we chose the out-of-state rate. This means the price you see is what you get, regardless of where you live!
- State Authorization: Most online RN to MSN programs in indirect care specialties (e.g. Leadership, Informatics, and Education) will be open to candidates from any state. But there are exceptions to this rule. Check the State Authorization section if you’re in any doubt.
- APRN Licensure: If you’re interested in APRN/NP specialties, talk to the RN to MSN program coordinator and check with your state’s Board of Nursing before you apply to an online program. You need to be sure the out-of-state MSN will be accepted in your area.

To keep things current, we’ve updated last year’s rankings with 2023-2024 tuition numbers. Schools like WGU and UTA continue to provide great value for money, but we did see some new entries in the self-paced category (e.g. Capella) and for-profit spheres. This year, we also had to exclude a number of programs in the non-nursing bachelor’s category with prices that rose above $35,000.

How to Calculate the Price of Programs
Getting a grip on online RN to MSN tuition can be tricky! According to our research, the country’s cheapest programs in indirect care specialties cost between $15,000 and $30,000, whereas the more expensive programs in NP tracks can climb to around $60,000. Here’s how to break the budget down into manageable parts.
- Undergraduate Tuition: BSN-level or bridge nursing courses will usually be charged at the undergraduate rate—this could be an online undergraduate tuition rate or a special RN to BSN rate. To start your calculation, you’ll need to know a) how many undergraduate nursing credits you need to complete at the university; and b) how many prerequisite credits you can transfer into the program (e.g. statistics). Ask the RN to MSN program coordinator for help.
- Graduate Tuition: MSN-level courses will almost always be more expensive than undergraduate courses. Look for the online graduate tuition rate or the MSN tuition rate. Remember that NP and clinical specialties will a) have more MSN credits; and b) often have higher per credit tuition rates than indirect care tracks (e.g. Administration, Education & Informatics).
- Mandatory Per Credit Fees: Some schools will expect you to pay a mandatory per credit fee for online RN to MSN programs (e.g. distance learning fee, resource fee, technology fee, etc.). Watch out for details on these! They’re often buried in the small print under the tuition tables.
- Per Semester/Per Term Fees: You may also be on the hook for per semester fees—these often fall under the category of “technology fees.” That means part-time students may end up paying more than full-time students.
- One-Off Fees: Universities love to charge fees for application and graduation. If your course involves clinical training, there may be additional course fees.
- Related RN to MSN Costs: Remember that you will also need to budget for travel to practicum sites, course materials, technology needs (e.g. WiFi), liability insurance, and any certification applications & exams.

How to Save Money on Online RN to MSN Programs
Avoiding the Pain of Graduate Loans
Online RN to MSN programs can result in an excellent Return on Investment (ROI). A master’s degree from a respected College of Nursing will open all kinds of employment doors.
However, it’s no secret that nurses—even ones in advanced positions—tend to be paid less than other healthcare professionals. APRNs who choose to work in low-income areas and rural districts have it even harder. Are you responsible for a family, a mortgage, and other financial burdens (e.g. car payments)? You don’t want to be saddled with $30,000 in debt while you’re starting out in your new job.

Public Universities: In-State vs. Out-of-State Tuition
Once you’ve examined our national rankings, take a moment to explore affordable RN to MSN programs in your state. Public universities usually offer great tuition deals & discounts to in-state residents. Some public universities even offer tuition breaks to RNs in neighboring states and military & veterans. You could end up paying less than half of what out-of-state residents are paying.
But—and here’s our big caution—every state is different! For example:
- States like Texas, Florida, and Alabama often have excellent prices for in-state RNs.
- Public tuition in states like Hawaii, Massachusetts, and California can end up being more expensive than private universities.
Private Universities: Most Affordable Options
The cheapest private universities for online RN to MSN programs tend to be a) Christian schools; or b) for-profit schools. But there are some exceptions (e.g. Jacksonville).
- Christian: If you’re interested in a Christian or Catholic university, take a close look at the RN to MSN or bridge curriculum. Some schools will include a lot of faith-based learning & coursework (e.g. Methodist, Baptist, or Evangelical universities); some schools won’t (e.g. Jesuit universities).
- For-Profit: Think long and hard about whether you want to earn an MSN from an accredited for-profit university. They may be cheap, but they can also be regarded as “lesser” degrees by employers.
Scholarships & Loan Forgiveness Programs
Apply for as many scholarships & graduate fellowships as you can! Search for College of Nursing scholarships, university scholarships, external scholarships, and the like—every little bit is going to help your budget.
You may also wish to ask the RN to MSN program coordinator about loan forgiveness & repayment programs. For instance, the Nurse Faculty Loan Repayment Program repays up to 85% of tuition for MSN graduates who find full-time employment as nurse educators. Other nurses who commit to working in public service may be able to have their direct federal student loan debt forgiven.
Employer Partnerships
Universities often cultivate partnerships with healthcare institutions and private companies. As a healthcare employee, you may be eligible for employer-sponsored tuition breaks, loan repayment & forgiveness, and/or staggered payment plans. Talk to your HR representative or supervisor about your options.
Part-Time vs. Full-Time Study
Think about whether you wish to pursue part-time or full-time study. A full-time schedule is usually going to be cheaper in the long run, but part-time study may be more realistic with your current job.
Always talk to your employer about your education plans and projected study schedule (e.g. 4 years). Even if you don’t have advanced licensure & certification, there may be ways you can qualify for smaller promotions & pay raises during your program.

Why the Online MSN Specialty Matters
Each MSN specialty page contains a Jobs & Salary section with detailed info on what you can expect to earn with your master’s degree. You’ll find ballpark salary estimates for educators, managers, APRNs, CNLs, and more! You’ll notice that earning power for MSN graduates is not the same across all specialties and realms. Just to take a few examples:
- Because of their extra responsibilities, NNPs and nurse midwives typically earn more than FNPs and PMHNPs.
- Nurse educators in specialty hospitals usually earn more than nurse educators in colleges & universities.
- APRNs working in cities where there is a high cost of living earn much more than APRNs in rural communities.

Salary Earned Over Time
Another factor to consider is your earning power over time:
- There’s an increasing trend among employers to raise the educational requirement for a lot of mid-level nursing jobs. Without a BSN or an MSN, you may be stuck on a lower-level rung forever.
- Having an MSN in your pocket will help you qualify for leadership promotions and top-level jobs in management (e.g. CNE, CNO, etc.).
- A master’s degree can also enable you to speed through a DNP later down the line (if needed).
It’s all about climbing the career ladder. For example, in the Nursing Administration specialty, we break down average salaries for mid-level positions (i.e. jobs you might have immediately after graduation) and high-level positions (i.e. jobs you could qualify for in 5 years). A top-level administrator can be earning over & above $100,000 a year.
